Performance Management Lead (Project Controls Lead)

Position Overview:
The Performance Management Lead (Project Controls Lead) plays a critical role in ensuring the program stays on track by monitoring performance metrics, analyzing trends, and providing forward-looking insights. This position is responsible for the development, maintenance, and review of project controls data—including budget, cost forecasts, schedules, and risk—while delivering accurate, timely performance reporting and variance analysis. The role also oversees the management of key technical documentation supporting business plans, project updates, and other stakeholder reporting requirements. This is a full-time role onsite.

Key Responsibilities:
• Lead the management of the Capital Baseline, including related systems, technical documentation, and underlying data.
• Coordinate with the Cost Control team to ensure integration of the baseline across all program functions and departments.
• Define and support methods for tracking progress against the Capital Baseline.
• Enforce change control procedures in alignment with the client’s governance processes.
• Evaluate estimates, costs, risks, and schedule updates across the program to ensure alignment with the Capital Baseline.
• Contribute to annual budget development for specialized program areas, clearly articulating year-over-year changes and multi-year forecasts.
• Conduct trend and variance analyses to compare actual costs against budgeted estimates and identify risk areas or cost-saving opportunities.
• Drive process improvements across the Risk Management Office to enhance integration with wider business operations.
• Collaborate with the Controls team to build scalable structures such as Work Breakdown Structures (WBS) and Asset Breakdown Structures (ABS) to enable effective enterprise-wide reporting.
• Partner with the Reporting team to guide strategic content and structure of monthly and annual reports, ensuring accuracy, timeliness, relevance, and alignment with stakeholder needs.
• Act as the subject matter expert for the Capital Baseline, ensuring data and reports are consistent, robust, and actionable.
• Continuously evaluate and refine baseline processes, tools, and data to recommend and implement improvements.
Minimum Qualifications:
• Bachelor’s degree in Construction Management, Engineering, Business, Project Management, or related field.
• 10+ years of experience in transit, infrastructure, or program controls.
• Strong knowledge of project management, cost control, data management, and construction project lifecycles.
• Proven ability to analyze cost data, develop solutions, and maintain complete and accurate project records.
• Skilled in meeting deadlines and collaborating effectively with internal teams and external stakeholders.
• Demonstrated leadership experience managing and motivating controls teams on large-scale programs.
• Extensive experience in stakeholder coordination, ensuring timely and consistent input into program controls processes.
• Expertise in reporting, baseline management, and development of controls methodology.
Preferred Qualifications & Certifications:
• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
• Skilled in desktop publishing, Visio, and professional graphics software.
• Experience with data analytics tools (e.g., Power BI) and working knowledge of Primavera P6.
• Strong communication skills with the ability to manage complex discussions under pressure.
• Excellent organizational skills, attention to detail, and the ability to prioritize and manage multiple deadlines.
• Solid understanding of project controls systems, data structures, and performance measurement frameworks.
• Competency in technical writing, data presentation, and stakeholder reporting.
Approximate base salary range $120,000 - $170,000.
