About the Role
We are seeking an experienced Performance Management Lead to oversee the Capital Baseline for a major infrastructure program. Reporting to the Deputy Director of Project Services, this leadership role is responsible for managing and reporting on the program’s baseline performance, including budget, schedule, and risk integration. The ideal candidate will bring a strong background in program controls, cost management, and data-driven performance monitoring.
Key Responsibilities
Lead the development, maintenance, and oversight of the program’s Capital Baseline, including both funded and unfunded portions.
Ensure integration across cost, schedule, and risk functions in collaboration with Program Management Oversight (PMO) teams.
Monitor performance metrics and report on progress against baseline targets to support executive decision-making.
Evaluate project cost estimates, schedule updates, and risk exposure to ensure alignment with the Capital Baseline.
Support annual budget development, including multi-year forecasting and variance analysis.
Collaborate with controls teams to enhance project structures (e.g., WBS, ABS) for scalable and effective reporting.
Drive improvements to internal processes, procedures, and data systems within the Risk Management Office.
Provide leadership and strategic direction to the reporting function to ensure accuracy, prioritization, and stakeholder alignment.
Review and manage technical documentation for Business Plans, Project Update Reports, and other stakeholder communications.
Operate as a subject matter expert on Capital Baseline processes and provide recommendations for continuous improvement.
Minimum Qualifications
Bachelor’s degree in Construction Management, Engineering, Project Management, Business, or a related technical field.
At least 10 years of experience in transit, infrastructure, or program/project controls.
Strong understanding of project management principles, cost control, and construction lifecycles.
Proven ability to analyze trends, assess risks, and develop strategic solutions.
Experience managing controls teams on large-scale capital programs.
Strong communication and collaboration skills with cross-functional stakeholders.
Preferred Qualifications
Proficiency in Microsoft Office (Excel, Word, PowerPoint).
Experience with Power BI or similar data analytics tools.
Working knowledge of Primavera P6, Visio, and related graphic or reporting tools.
Excellent written and verbal communication across technical and non-technical audiences.

Compensation
Estimated Salary Range: $140,000 – $200,000 annually. Actual compensation may vary based on experience, skills, geographic location, and other factors.
